The Site is currently operated by Global Chemical Resources as a chemical blending, warehousing and distribution facility. In October 2016, the City of Toledo approved Hull to complete some focused soil, groundwater and sub-slab vapor sampling at the former Acklin Stamping facility located at 1925 Nebraska Avenue in Toledo, Ohio (Site). The intent of the sampling was to further assess an area south of the main building where previous sampling efforts identified certain chlorinated solvents in groundwater. Hull installed three groundwater monitoring wells (i.e., MW-1, MW-2 and MW-3) south of the main building in the area where chlorinated solvents were previously detected in groundwater. In addition, Hull collected two soil samples per soil boring during the installation of the monitoring wells and installed four sub-slab vapor monitoring points in the south portion of the main building. Soil, groundwater and sub-slab vapor samples were analyzed for Volatile Organic Compounds (VOCs), including chlorinated solvents. While low concentrations of VOCs were detected in soil, concentrations of 1,1-dichloroethene, cis-1,2-dichloroethene, tetrachloroethene, trichloroethene (TCE), and vinyl chloride in groundwater sampled from MW-2 exceeded the Ohio Voluntary Action Program (VAP) Unrestricted Potable Use Standards (UPUS). Since the Site is located in an Urban Setting Designation (USD), which is an area where groundwater is not likely to be extracted for potable use, the exposure pathway related to consumption of groundwater is incomplete. However, based on the detection and concentration of the above-listed compounds in groundwater, four sub-slab vapor points were installed and sampled at the south portion of the main building. Several VOCs were detected in the sub-slab vapor samples, including chlorinated solvents. Of particular interest is the presence of TCE in sample location SV-1 and SV-2 (see attached figure) where concentrations of TCE were detected at 445 ug/m3 and 234,000 ug/m3, respectively. These concentrations both exceed the �accelerated response action level� of 290 ug/m3 published by Ohio EPA in August 2016.

Former Use: The Phase I Assessment reveiled 10 Recognized Environmental Conditions as well as significant amounts of asbestos containing materials on this property. Several existing and filled-in pits were previously located along the western portion of the former factory building. According to historical drawings, the pits were previously used by Acklin Stamping, who formerly occupied the Site. Historic activities within the pits may have impacted soil, soil vapor and/or groundwater underlying and surrounding the pits. According to the Sanborn Maps, the building adjacent to the west of the southern warehouse was previously used as a heater building. Although no heating equipment was observed within the heater building at the time of the reconnaissance, the walls and portions of the floor appeared stained. In addition, a sign labeled �hazardous material PCB storage� was located along the western wall of the building. Potential COCs include TPHs, SVOCs and PCBs. BUSTR provided documentation indicating that a total of five bare metal fuel oil USTs ((3) 4,000-gallon, (1) 10,000-gallon and (1) 20,000-gallon) were removed from the Site in 1992. The USTs were reported to be in poor condition at the time of closure activities. Impacts to soil, soil vapor and/or groundwater may have occurred. COCs for this area include total petroleum hydrocarbons (TPHs) and polynuclear aromatic hydrocarbons (PAHs).
