Additional Property Attributes

The Kansas Department of Health and Environment is completing a Phase I Brownfields Targeted Assessment (BTA) at the City of Lyons property located at 217 East Avenue South in Lyons, KS. Due to the building demolition plans, the city also requested an add scope for conducting a National Emissions Standards for Hazardous Air Pollutants (NESHAP) Survey to ensure any potential asbestos containing building materials (ACBM) are handled correctly. The BTA and NESHAP was conducted for the City of Lyons who intends to use the property, after demolition, for a museum expansion project. KDHE completed a Phase I BTA and NESHAP Asbestos survey. Based on the information collected during the Phase I report, RECs were identified as significant potential for contamination due to the adjoining properties to the south and west which utilized the properties for lumber, which generally associates lumber yards with the use and storage of petroleum products, various lubricant/solvents, and wood treatment/preservative chemicals. Due to the identified REC, KDHE recommends a Phase II environmental assessment. The NESHAP asbestos survey identified asbestos identified containing materials in 130 square feet of brown paper backing in the men's restroom, 156 square feet of white paper backing in the women's restroom, 900 square feet of brown mastic in the basement main room, 500 square feet of black tar sealant around the parapet walls, and 56 square feet of black tar sealant around metal flashing seams. Abatement of these ACMs will likely be required prior to demolition or renovation activities.
