Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) received and approved the Brownfields Targeted Assessment (BTA) form Clay County in August 2016. A brownfields assessment is necessary to fulfill the due diligence requirement prior to demolition activities. The Phase I BTA did not identify any activities at the subject property or at adjoining properties that would indicate a significant potential for recognized environmental conditions. The NESHAP assessment identified approximately 45, 000 square feet of ACM within the building. The lead based paint survey identified approximately 5,500 square feet of LBP. There was no observable indications of mold, odors or water intrusion locations of the museum, therefore, no samples were collected. Based on the Phase I report, no �Recognized Environmental Conditions� (RECs) were identified at the subject property. No further investigation is needed through the Brownfields Program and the property is cleared for redevelopment.

Former Use: According to a review of aerial photographs and city directories as well as information obtained from other sources, improvements to the subject property began in 1925. The structure was originally built as the City Hospital. The City Hospital occupied the building from 1925 thru approximately 1963. From 1963 to 1974, the building was occupied by Medford Manors, a retirement home. The building was vacant from 1974 to 1975 and the Clay County Museum occupied the building in 1975. The subject property prior to 1925 is unknown.
