Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) completed in January 2017 indicated that Recognized Environmental Conditions (RECs) and/or Vapor Encroachment Conditions (VECs) exist at the subject property. RECs identified include the following: 1) long term use of the south parcel (2416 Vine Street) as a dry cleaner at a time prior to current environmental regulations and the unknown potential for release; 2) buried fill material/building materials, surficial fill/building material debris, and discarded petroleum product containers (paint, oil, lubricants) on both parcels were observed, which may contain asbestos containing building materials lead-based paint, or other regulated substances; 3) an ammonia ice house historically located between the parcels represents processes which utilize large quantities of petroleum products, solvents, oils, lubricants and fuel blends; 4) a historic auto garage with a possible gasoline tank adjoining the parcels to the east; and 5) one historic dry cleaner adjoining the south parcel and eight historic dry cleaners listed in close proximity to the subject property. A Limited Phase II ESA was recommended. Conclusions from the Phase II ESA completed in October 2017 indicated that surface soil contained concentrations of cadmium over the Missouri Risk-Based Corrective Action (MRBCA) Residential Risk-Based Target Levels (RBTLs) on the west portion of the 2416 Vine Street parcel, and lead and arsenic over both the Residential and Non-Residential RBTLs in the same localized area. Several polycyclic aromatic hydrocarbons (PAHs) exceeded MRBCA Residential RBTLs, and one, (benzo(a)pyrene), exceeded its Non-Residential RBTL on the west portion of the 2416 Vine Street parcel. The likely source of the higher contaminant concentrations may be building debris remnants (i.e., lead-based paint) of the residential and commercial structures present on the parcel as early as 1909. Groundwater samples results did not exceed the appropriate state regulatory levels. The analysis of agronomic constituents indicated that the site appears adequate for plant cultivation with adjustments to soil composition involving introduction of organic matter and fertilizers to achieve the proper balance for future cultivation goals. As the high levels of metals and PAHs warranted a recommendation to prohibit site use for cultivation, research of remedial options in conjunction with contacting the Kansas State University (KSU) Department of Agronomy (Dr. Ganga Hetteriachchi) for more information on cultivating impacted urban soils. The remedial option of dilution with compost and imported clean soils was recommended. Dr. Hetteriachchi recommended the addition of two inches of compost tilled into the upper 4-6 inches of surface soil, followed by confirmation sampling. The subject property owner proposes producing fresh fruit and other produce on these vacant lots and improving access to fresh produce to local low-income residents, as this general area is greater than one-half mile to a supermarket. Cultivate KC is a partner in the development of these properties. The owner proposes to incorporate sustainability features in the farm including rainwater capture and reuse and composting, with farmstands present at the property, and has pledged 10% of food to the Food Pantry with Ivanhome. In early 2019, the soil remediation was implemented by the owner, including soil amendments, organic matter, and top soil. Brownfields grant funding was approved in May 2019 to the owner for confirmation sampling of surface soils in the remediated areas to determine if the remedy was effective and whether the site is safe for cultivation.

Former Use: The subject property consists of two noncontiguous parcels of vacant, grass covered and partially wooded land, approximately 0.21 acres in size.
