Phase I recommended further investigation to confirm that there was no impact of any contaminants. A Phase II was prepared in 2018. Based on the Phase II results, no further action was recommended apart from additional investigation in the property basement to evaluate the presence of a suspected UST further. Additionally, given the age of the building, ACM and LBP sampling and testing should be conducted for the structure before renovation or demolition activities occur. As of March 2020, no additional testing had been conducted. In August 2023, the structure at the end of the block located at 1006-1008 S 4th St partially collapsed causing the entire block of buildings that were adjoined to lean and become unstable. A structure engineer deemed the whole block as unstable and unsafe. The building at 1000 S 4th St is presumed to have asbestos in it given the age of the structure however an asbestos inspection was not conducted due to the structure being unsafe to assess and abate. An Emergency RACM demolition of the structure and ACM debris was left in place until the 1000 Block S 4th St project could be completed and ACM disposed of properly. The City of Clinton obtained a Phase I on 8/24/23 and the property was deeded to City on 8/25/23. The ACM debris removal was completed in March/April of 2024 for the 1000 Block S 4th St. See ACRES ID: 258523 for completion of the 1000 Block S 4th St cleanup project details.

Former Use: The property is owned by Daniel and Margaret Keis. It is located in Clinton, Iowa's primarily residential/commercial area. The building consisted of a 4,140-square-foot commercial building (calculated as a two-story building). The existing structure was originally constructed circa 1864. One vent pipe and fill port characteristic of an underground storage tank was observed in the basement. A brick-lined well or cistern was observed in the basement as well. Historic documents show the adjacent property was an auto repair/auto sales shop.
