Additional Property Attributes

The Kansas Department of Health and Environment received a Brownfields application from the city of Fort Scott for the property located at 2204 S. Main. The city has requested a Phase I BTA to be perfromed on the property. The site is the former KDOT Office Building but is currently vacant/green space. The city would like to develop the preperty with a commercial lot up front, market rate multi family in the middel and mini storage on the back end. The application was approved. The Phase I BTA was completed in 08/2016. It's findings included that five LUSTs/USTs have been removed ranging from 1989 to 2002. It also found that the site was at one time a small quantity generator of hazardous waste but no violations were reported. There are 6 properties of concern within 1/4 mile and upgradient of the site. There were no indications of present environmental impacts to the property. However, historic KDOT activities aas a maintenance yard, are associted with the use of hazardous materials and petroleum products. The past LUST case and the past classification of the site as a RCRA SQG do constitue historical recognized environmental conditions and the adjoining properties constitute a REC. A Phase II BTA was completed in 09/2016 due to the historical recognized environmental conditions on the property. The Phase II concluded that water samples for VOCs were below KDHE Tier 2 RSK levels with the exception of four soil and groundwater samples. In SB2, medium range hydrcarbons exceeeded the residential RSK level of 250 mg/kg at 336 mg/kg but no the non residential amount of 350 mg/kg. In SB2 groundwater, Low Range Hydrocarbons exceeded the residential RSK level of .35 mg/L at 0.60 mg/L but not the non residential amount of 0.95 mg/L. Medium Range Hydrocarbons exceeded the residential and non residential RSK levels 0.15 mg/L and 0.4 mg/L, respectively, at 0.890 mg/L. In SB3 groundwaterm Medium Range Hydrocarbons exceeded the residential and non residential RSK levels of 1.0 mg/L and 2.5 mg/L, respectively, at 2.7 mg/L. It was concluded that the contamination is the residual amount remaining from the closed KDHE 2008 LUST case. The property is cleared for redevelopment. However, KDHE suggests consideration be given to installing a vapor mitigation system if residential or commercial structures are built atop the area of residual contamination.
