Additional Property Attributes

Prior to 1947 the Property was largely undeveloped or rural. The Property was developed by National Distillers Products Corp. in 1949 as an industrial chemical research facility including pilot-scale chemical production. Research was largely centered on alcohol, sodium, polyethylene and ethanol. The business changed its name in 1988 to Quantum Chemical. Research was phased out in the early 1990s. Portions of the facility were leased to the University of Cincinnati, College of Engineering for research and instructional purposes in the 1990s. Subsequent owners used the facility for storage and vehicle repair. The Property has been vacant since approximately 2017. The Property is located above the Mill Creek buried valley aquifer. Underlying soils consist largely of glacial silty clay with silt, sand and gravel to depths greater than 28 feet bgs. Shallow groundwater is present at depths of approximately 13-15 feet. Thick permeable sand and gravel deposits likely are present at depth. Shallow groundwater appears to flow generally to the west/northwest. The facility historically handled, stored and disposed of hazardous materials and petroleum products at various locations around the facility. Previous documentation noted numerous reports of on-site disposal of material prior to the 1970s as well as visual evidence of releases. Drainage features at the site included a reported French drain and a dry well, a drainage catch basin and culverts, all of which reportedly were used for waste disposal in the past. Solid waste material was reportedly buried along the west side of the Property. Two electric substations were historically present, as well as a compressor house. Phase II assessments conducted between 1996 and 2017 quantified soil and groundwater impact. Soil impact quantified to date is generally below VAP generic direct contact soil standards. Groundwater impact by volatile organic compounds has been quantified at concentrations above VAP Unrestricted Potable Use Standards. A VAP Phase I was performed in January, 2025 and VAP Phase II activities began in March, 2025, to evaluate current conditions and fill gaps from the 2017 assessment to support the No Further Action letter for the site. Future use of the site is planned as commercial/industrial, with redevelopment commencing following abatement and demolition activities, and cleanup in accordance with the VAP.
