Additional Property Attributes

A Phase I ESA was completed in May 2017. A REC was identified due to several factors: the historical use of the site as a gasoline service station with gasoline USTs; the historic use of the site by numerous auto repair/sales/service shops; the historic use of the site by an auto body paint shop; and the former presence of a diesel UST associated with an emergency generator for the federal courthouse building (now vacant) on site. MDEQ issued a petroleum eligibility determination on June 2, 2017, and EPA issued a hazardous substance eligibility determination on June 5, 2017. A Site Specific QAPP was approved by MDEQ and EPA in June 2017. In June 2017, a Phase II ESA was conducted and soil and groundwater samples were collected and analyzed for petroleum hydrocarbons, volatile organic compounds (VOCs) and lead. Four of the borings were conducted in compliance with MDEQ UST Closure In Place regulations for the diesel UST which had reportedly been previously removed, but the closure had not been documented and reported to MDEQ. The MDEQ UST Division issued a NFA letter for the UST on August 7, 2017 and MDEQ GARD issued a NFA letter for the site on August 25, 2017. This site is in the heart of downtown Biloxi, 320 feet from Biloxi City Hall. A major regional bank has purchased the site, which it will redevelop to house their new headquarters.

Former Use: Former Biloxi Federal Courthouse- 3.0 acres - two story building (Building 43,264 sq.ft.). Building constructed in 1971. Presently privately owned and unused.
