Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) and a NESHAP Asbestos Survey at the Lincoln School in Lincoln, Kansas. Based on the information collected during the Phase I report, a Recognized Environmental Condition was identified as a west adjoining commercial automotive repair business with materials and scrap which may contain hazardous substances and residual chemicals and/or petroleum products with no existing barriers or methods of containment. Due to the identified REC, KDHE recommended a Phase II environmental assessment. Business Environmental Risks (BERs) were found during a NESHAP Limited Asbestos, Lead-Based Paint (LBP), and Mold Survey. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as 60 square feet of transite paneling (10% chrysotile), 5,330 square feet of 9x9 floor tile (7-10% chrysotile), 65 square feet of ceramic tile mastic (2% chrysotile), 1,240 square feet of popcorn ceiling texture (2% chrysotile), 50 square feet of thermal pipe wrapping Presumed Asbestos Containing Material (PACM), 1 fire door PACM, 7 lab counter tops PACM, and 13 sink undercoatings PACM. Lead-Based Paint was identified as 22 square feet of blue paint on brick (201,000 mg/kg), 400 square feet of Blue paint on walls (22,300 mg/kg), 2,600 square feet of blue paint on brick (6,020 mg/kg), 750 square feet of black paint on drywall (6,450 mg/kg), blue paint on metal stalls (11,300 mg/kg), 80 square feet and 8 s/doors of white paint on exterior trim (47,900 mg/kg). The Kansas Department of Health and Environment (KDHE) completed a Phase II Brownfields Targeted Assessment (BTA) at the Lincoln School. The Phase II BTA was completed to evaluate the RECs identified during the Phase I due to the potential for soil and/or groundwater contamination. The Phase II consisted of two soil borings collocated with two groundwater probes. Groundwater was not obtained at either probe s due to lack of groundwater, at depth soil samples were taken. Four soil samples were collected at the site for Total Petroleum Hydrocarbon (TPH) Volatile Organic Compound (VOC), and Heavy Metals analysis. Based on the soil data obtained during the Phase II BTA activities, TPH, VOCs, and Heavy Metals were not detected in soil at concentrations above their respective residential soil to groundwater Risk Based Standards for Kansas (RSK). Investigative results indicate further investigation was not necessary through the Brownfields Program and the property was cleared for redevelopment.
