The Kansas Department of Health and Environment received a Brownfields application for a Phase I BTA on the property located at 1 E. 3rd St. in Fort Scott, KS. The city of Fort Scott is the applicant and plans on using the old Memorial Hall building for event space along with music and film festivals. The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the above referenced property in Fort Scott, Kansas. The Phase I report has been enclosed for your records. Based on the Phase I report, no �Recognized Environmental Conditions� (RECs) were identified at the property. No further investigation is needed through the Brownfields Program and the property is cleared for redevelopment. A NESHAP Asbestos, Lead-Based Paint and Mold Survey was also conducted on the site, and a hard copy has been enclosed for your records. Both lead based paint (LBP) and asbestos containing materials were identified at the site. Asbestos containing materials were identified in some areas of the building. Asbestos was identified as 40 sq. ft. black mastic on white linoleum flooring with blue and gray streaks (8% chrysotile), 40 sq. ft. off-white linoleum flooring with tan and grey streaks (5% chrysotile), 40 sq. ft. of black mastic on off-white linoleum flooring with tan and grey streaks (10% chrysotile), 160 sq. ft. olive linoleum flooring (3% chrysotile), 160 sq. ft. black mastic on olive linoleum flooring (10% chrysotile), 1000 ln. ft. exterior window caulking (2% chrysotile), 200 ln. ft. air-o-cell friable thermal systems insulation (NA), 10 friable thermal system insulation joints (NA), and glue pucks on ceiling tiles of auditorium (NA). Lead based paint was identified on the interior and exterior of the building. Lead based paint was identified as dark gray plaster (3,150 mg/kg), light gray plaster (2,870 mg/kg), brown wood flooring (92.6 mg/kg), green plaster (4,240 mg/kg), light purple plaster (897 mg/kg), and 300 sq. ft. white metal on exterior window (50,800 mg/kg).
