The City deemed the building dangerous and demolished it following the completion of the Phase I ESA. It has plans to transfer title to the Boys and Girls Clubs through a development agreement in November 2018. The organization will construct a Teen and Education Center on the site after acquisition. The City Council has committed $30,000 in federal Block Grant funding to the project. All contaminant concentrations observed in the Phase II ESA were reported below their respective statewide standard. The results of the study identified acceptable cancer and non-cancer risks for all site users.

Former Use: Available historical records indicate the property has contained commercial development since at least 1939. This includes the following: Portion identified as 809 East 4th Street listed as a heating and sheet metal company in 1939 and 1942. Portion of property identified as 811 East 4th Street listed as an ice cream shop in 1939 and 1942. Portion of property identified as 809 East 4th Street listed as a tavern in 1968 and 1973; lounge and arcade in 1978; bar in 1983 and 1988; vacant in 1993; and unlisted in 1998, 2003, and 2008. Portion of property identified as 811 East 4th Street listed as a restaurant in 1968; book store in 1973; lounge and arcade in 1978; unlisted in 1983 and 1988; non-profit in 1993; and unlisted in 1998, 2003, and 2008. The property currently contains a vacant single-story commercial building.
