The Kansas Department of Health and Environment received a Brownfields application from the USD 405 for their property located at 401 S. Douglas in Lyons, KS. They requested a Phase I BTA with asbestos and lead based paint surveys for a demolition project on the former middle school. The application was approved on 4/3/2017. The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) and a NESHAP Asbestos Survey at the above referenced property in Lyons, Kansas. Based on the information collected during the Phase I report, �Recognized Environmental Conditions� were identified as significant potential for contamination due to the identification of a �fuel� storage area from a former adjacent north and up-gradient school building identified in a Sanborn fire insurance map. Due to the identified REC, KDHE recommended a Phase II environmental assessment. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as 15 ln. ft. of corrugated pipe (65% chrysotile-insulation), 424 sq. ft. of cement window panels and radiator backing (15% chrysotile), and 125 sq. ft of roof flashing/penetration tar (5% chrysotile). Abatement of the ACM will likely be required prior to demolition or renovation. The Kansas Department of Health and Environment (KDHE) completed a Phase II Brownfields Targeted Assessment (BTA) in December 2017. The Phase II BTA was conducted based on the �Recognized Environmental Conditions� (RECs) identified during the Phase I, completed in June 2017. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential hazardous substances and/or petroleum products due to the historical use of a �fuel� storage area. The Phase II consisted of four soil borings with three samples collected from each borings in addition to associated QAQC samples. Four groundwater probes were also performed with one sample taken from each probe in addition to associated QAQC samples. The soil and groundwater samples were submitted to the laboratory and analyzed for Total Petroleum Hydrocarbon (TPH) and Volatile Organic Compounds (VOCs) using Methods KS Mod 8015 and 8260B. Based on the soil and groundwater data obtained during the Phase II BTA activities, TPH HRH was detected in soil and TPH MRH was detected in groundwater at concentrations below their respective residential Risk Based Standards for Kansas (RSK). Investigative results indicate further investigation is not necessary through the Brownfields Program and the property is cleared for redevelopment.

Former Use: The property has historically accommodated multiple generations of schools.
