Materials will be managed on-site to the extent practicable or taken off-site for appropriate disposal, and engineered barriers (buildings, pavement, clean soil, etc.) and institutional controls will be utilized to address direct contact concerns. Proposed soil management activities and engineered barrier placement and maintenance would be outlined and discussed in greater detail in a Soil Management Plan which would be prepared and submitted to the WDNR prior to the initiation of redevelopment activities.

Additional Property Attributes

A developer has purchased and is currently redeveloping the Property for residential purposes. Proposed Site redevelopment consists of numerous 2-story townhouse residential structures that will be built using slab-on-grade construction techniques to avoid disturbing the soils 2 feet or more below grade. Construction completion is anticipated in 2020.

Former Use: The Property is owned by Kingsbury Village LLC and is currently being redeveloped. The Property is located west of North 10th Street and south of Wisconsin Avenue and consisted of approximately 1.922 acres of unimproved land. The Property has a tax parcel number of 59281107740 and is/was zoned X4-Other. Geographically, the Property is approximately 0.7 miles west of Lake Michigan and 225 feet northeast of the Sheboygan River. Surrounding properties are a mix of commercial/residential properties and a park. By 1847, portions of the Site were originally developed as the Gutsch Brewery. By the late 1800s, the brewery occupied most of the Site. During approximately 1926, the Site was sold to the Manitowoc Products Company. After the repeal of prohibition in the early 1930s, the ownership changed, and the Kingsbury Brewery occupied the Site. The brewery expanded throughout the mid-1900s, but by approximately 1972 operations ceased. Soon after, the Garton Company leased the building for the fabrication and painting of metal toys, lawn equipment, and metal furniture parts. Garton Company purchased the Site in 1980. In 2000, the City of Sheboygan obtained the Property and demolished all on-site structures in 2001. During the demolition work conducted in the early 2000s, the Site was graded with imported soil and seeded with grass. Prior to redevelopment, the Site was utilized as city-owned greenspace.
