Additional Property Attributes

The Kansas Department of Health and Environment has received a Brownfields Targeted Assessment applicattion from the city of Wichita for an addition to their Redbud path project. The city has requested a Phase I assessment to be completed on the property. The goal of the project is to connect to the existing Redbud Path at Woodlawn St. with the Redbud Path in Andover, KS. The application was appoved on 02/09/2017. Due to previous sections of the Redbud Trail having had RECs and Phase II conducted as a result, this section of the trail received a Phase I and Phase II concurrently. The Kansas Department of Health and Environment (KDHE) completed concurent Phase I and Phase II Brownfields Targeted Assessment (BTA) at the above referenced property in Wichita, Kansas. The Phase II BTA was completed based on the �Recognized Environmental Conditions� (RECs) identified during the Phase I, completed in June, 2015. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential hazardous substances and/ or petroleum products due to the historical use of the property as a railroad. Due to the potential for soil and/ or groundwater contamination, a Phase II assessment was completed in September 2017. The Phase II consisted eight soil borings with three samples collected from each boring in addition to associated QAQC samples. All soil samples were submitted to the laboratory and analyzed for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) full scan, Polycyclic Aromatic Hydrocarbons (PAHs), and RCRA 8 Metals. The Phase II also consisted of eight groundwater probes, groundwater was not present at any of the probe locations. Based on the soil and groundwater data obtained during the Phase II BTA activities, benzo(a)pyrene, arsenic, cadmium, and lead have been identified in the soil above their respective KDHE residential Risked Based Standards for Kansas (RSK). Contaminant concentrations exceeding the soil pathway RSK value are considered to represent health risks associated with dermal contact, ingestion, or inhalation of the contaminated media. VOCs were detected in soil at concentrations below their respective residential Risk Based Standards for Kansas (RSK). Contaminants evaluated were not detected in groundwater at concentrations above laboratory detection limits. It is recommended that engineering and/or institutional controls be implemented to minimized potential exposure. Investigative results indicate further investigation is not necessary through the Brownfields Program it is recommended that the site be enrolled in the Voluntary Cleanup and Property Redevelopment Program (VCPRP). This site information will be found under Project Code: C2-087-72479 and will utilize the same voluntary agreement.
