The Kansas Department of Health and Environment received a Brownfields application from the City of Udall for their property located at 105 S. Main in Udall, KS. They requested a Phase I BTA with asbestos and lead based paint surveys for the Udall Bus Barn BTA project. The application was approved on December 13, 2017. The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) and a NESHAP Asbestos Survey at the above referenced property in Udall, Kansas. Based on the information collected during the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential hazardous substance and/or petroleum products due to a supposed underground storage tank (UST) with a vent connected to the sewer and the property�s use as a historic auto maintenance and gas station. Business Environmental Risks (BERs) were not found during a NESHAP Limited Asbestos and Lead-Based Paint (LBP) survey. Based on the information collected during the survey, neither asbestos containing materials (ACMs) nor Lead-Based Paint (LBP) were identified at the property. KDHE completed a Phase II BTA in February 2018 based on the RECs identified during the Phase I assessment. The Phase II consisted of four soil borings collocated with four groundwater probes. Groundwater samples were not obtained due to weathered shale being encountered at a depth of 13 feet. Eight soil samples were collected at the site for Total Petroleum Hydrocarbon (TPH) and Volatile Organic Compound (VOC) analysis. Based on the soil data obtained during the Phase II BTA activities, VOCs were detected at concentrations above their respective non-residential soil to groundwater pathway Risk Based Standards for Kansas (RSK). Therefore, the site will be referred to the Leaking Underground Storage Tank (LUST) Program for further addressing. Based on the intended future use, the property is cleared for redevelopment; however, the Brownfields Program recommends the City of Udall work with the LUST Program if redevelopment plans encounter contamination
