Former Use: The Farm located in San Elizario, Texas is approximately 116 acres at the intersection of Herring Road and Chicken Road. The site currently uses 99 acres as an active farm and was historically used for feed mills and agricultural activities. The structures on site include an unoccupied main 3,246 sq-ft residential house, a small 1,500 sq-ft house used for storage, 1,750 sq-ft renovated public works offices, a 20,072 sq-ft grain mill manufacturing facility, warehouse and 7,440 sq-ft agricultural bays, and an additional 1,500 sq-ft building with mill equipment and 5,000 sq-ft agricultural bays. Also, approximately two-acres is fenced and contains the Rio Grande Pipeline San Elizario compressor station. This fenced area contains two mobile trailers (of 240 and 420 sq-ft), as AST, a UST, and approximately 130-feet of exposed pipeline. The Phase I ESA found the following RECs: Arsenic, pesticides, and herbicides were commonly used in cotton fields and for cattle. The site has present and historical commercial farming involving these activities. Historical operations of the grain mill include petroleum products, multiple unlabeled ASTs associated with the grain mill operations were present. Also, suspected Lead-based paint (LBP), and Asbestos containing materials (ACM) due to the age of construction and site visit observations in the main residence and boiler room of the grain mill.
