9 test trenches were excavated to further evaluate concentrations of COCs in soil. 41 samples were collected and analyzed.. Nine (9) exploratory test trenches were excavated within the proposed expansion project area to evaluate concentrations of COCs in soils that will be excavated and relocated on the Property or excavated and disposed of offsite, as well as concentrations of COCs in soil in the new VAP commercial/industrial land use point of compliance once expansion project activities are complete. The results of soil sampling indicate that concentrations of total lead in soil samples T3-01 (2-4�), T3- 03 (4-8�), T7-01 (2-4�) and T7-03 (4-8�) exceed VAP single-chemical GDCSS for commercial/industrial land use and construction/excavation activities, and concentrations of total lead in soil samples T8- 01 (2-4�) and T8-02 (7-9�) exceed VAP single-chemical GDCSS for construction/excavation activities. In addition, the TCLP lead concentration in soil sample T3-01 (2-4�) exceeds the regulatory level presented in OAC 3745-51-24 and is considered hazardous. Soil sample T3-01 (2-4�), which is within the new commercial/industrial point of compliance once expansion project activities are complete, as well as soils within the vicinity of the soil sample, will be remediated as part of expansion project activities. In addition, soil samples T7-01 (2- 4�), T8-01 (2-4�) and T8-02 (7-9�) were collected within the new commercial/industrial point of compliance, while the remaining soil samples in which concentrations of total lead exceeded VAP single-chemical GDCSS for commercial/industrial land use and/or construction/excavation activities were collected in soils that will be either excavated and relocated on the Property or excavated and disposed of offsite. For soils within the new commercial/industrial land use point of compliance (once expansion project activities are complete), a 95 percent UCL value for total lead was calculated. The 95 percent UCL value for total lead is 340.8 mg/kg, which does not exceed VAP single-chemical GDCSS for commercial/industrial land use or construction/excavation activities. Therefore, soils within the new commercial/industrial point of compliance meet VAP single-chemical GDCSS for commercial/industrial land use and construction/excavation activities. soils that will be excavated and relocated on the Property should be covered with a minimum of two (2) feet of clean soil. Soils that will be excavated and disposed of offsite should be disposed of in accordance with all applicable laws and regulations.
