Additional Property Attributes

The 11.13-acre Site is primarily characterized by vacant and undeveloped land, woodlands and wetlands. The Site is abutted by a railroad to the east, undeveloped woodland areas to the south, and undeveloped woodland areas and residential properties to the west and north. Beaverdam Brook runs along the northern and western property boundary of the Site and through the north-west portion of the Site. According to the Framingham Tax Assessor's Database, the Site has been classified as vacant, undeveloped land since at least 1991. The Site is currently owned by Mr. Donald Zani (D Zani Third 2009 Family Trust) who acquired/purchased the Site in 2009 from a Mr. Robert Zani. The City of Framingham does not currently own the Site. The City of Framingham is hoping to acquire the property from the current property owner and maintain the Site as open space. There had historically been no known environmental investigations conducted at the Site to date. The greatest potential for environmental concerns at the Site appeared to be associated with known petroleum related release sites in the vicinity the property, including but not limited to a former GM Plant, as well as the proximity of the railroad to the Site, which may have been impacted or utilized petroleum products in the past.

The property acquisition discussions with the current private owner fell through in 2020 and therefore Phase II ESA activities were not completed at that time. However, in 2023, the City secured a Municipal Vulnerability Preparedness (MVP) grant from the state of Massachusetts to help acquire the property. Therefore, a new Phase I ESA is needed to provide the city liability protection and eligibility for future assessment and/or cleanup and reuse planning activities.
