Additional Property Attributes

Standard and other historical sources were able to document that the subject property consisted of wooded land with a structure on the southern portion of the property from at least 1921 until between 1921 and 1935 when the structure was removed and access roads were constructed transecting the property from the southwest to the northeast and a new structure was constructed on the northern portion. The property remained consistent until between 1935 and 1957 when mining operations began. The structure on the northern portion was likely removed from the property between 1969 and 1976 and a sediment pond was constructed on the northwest portion between 1976 and 1991. The structure Mining operations ceased in 1981, and the property was planned for development in the early 1990's. The sediment pond was filled between 1983 and 1991. Two additional structures were constructed along the northern boundary between 1991 and 1995 and removed between 2000 and 2005. The warehouse building was constructed in 1992, and the back-section was constructed in 1995. A snow storm reportedly cause the collapse of the back-section in 2015, which was later demolished and removed from the property. The building foundation remains northeast of the warehouse building. The buildings were occupied by Buster Brown Manufacturing since construction until between 2000 and 2005 when a logistics company occupied the property, followed by a cabinet manufacturer from between 2005 and 2010 until 2014 when a bio-fuel manufacturer occupied the property from 2014 to 2020. The current occupant, Solar Bio Processing, has occupied the property since April 2020, and produces a carbon neutral, zero waste, 100% bio based agricultural fertilizer products.

According to the VA DMME, coal was mined in Wise County, and was enforced through the 1977 Federal Surface Mining Control Act (SMCRA), which is monitored by the VA DMME. Based on the use of the subject property prior to mining activities (i.e. vacant land), ceasing of operations following the implementations of the 1977 SMCRA regulation, it is unlikely the fill material for mined areas and the sediment pond would be contaminated with hazardous material or petroleum products. Therefore, PM has not identified the historical coal mining and associated filling activities on the subject property as a REC.
