Additional Property Attributes

The Property is located at 685-689 First Street in Idaho Falls, Idaho northwest of the corner of North Wabash Avenue and First Street within the First Street commercial corridor. The rectangular Property is approximately 0.7 acres and consists of two Bonneville County tax lots (RPA0420032040A and RPA0420032043C).The western tax lot (RPA0420032040A) is developed with a 9,100 square-foot building built in the 1970s (currently vacant) and associated asphalt-paved parking. The building is part of a larger strip mall development that includes commercial space to the west. The building on the western tax lot was used as a retail thrift store and coffee shop in the recent past. The eastern tax lot (RPA0420032043C) is an asphalt-paved surface parking lot and was formerly used as a gasoline service station in the 1970s and 1980s. Four USTs were removed from the Property in 1988. Former gas station structures were demolished between 1987 and 1992, and the eastern tax lot has been vacant and undeveloped since. The Property is zoned as commercial/industrial and bordered by commercial development to the west and south (across First Street), and residential development to the north and east. Based on the Idaho DEQ file related to the removal of four USTs in 1988 at the Property, three 8,000-gallon gasoline USTs and one 500-gallon used oil UST were decommissioned by removal in February 1988. While the DEQ file indicated that a site assessment was completed and no evidence of a leak was detected in 1988, no records of soil testing during UST decommissioning were identified. The presence of a former gasoline service station in the 1970s and 1980s at the Property is considered a REC and a VEC for the Property. Phase II samplings and assessments found: 1) Arsenic in soil samples exceeded USEPA RSLs but did not exceed the USGS metals background concentrations for Bonneville County. Arsenic in soil does not pose an unacceptable risk to human health, 2) Mercury concentrations in the soil samples exceeded the USGS metals background concentrations for Bonneville County but were below the most conservative available risk-based screening level, 3) Benzene concentrations in the soil vapor samples were above the IDEQ Unrestricted Use SLC and adjusted USEPA Residential Air RSL. Given that the Property is zoned as commercial/industrial, the IDEQ Commercial/Industrial SLC and adjusted USEPA Composite Worker Air RSL exposure assumptions are considered to better represent the human exposure scenario at the Property. Therefore, the detected benzene concentrations in soil vapor do not pose an unacceptable risk to human health, and 4) 1,3-Butadiene in the soil vapor samples exceeded the adjusted USEPA Composite Worker Air RSL. Based upon the potential presence of ambient air in the samples, and the fact that no on-Property historical source for 1,3-butadience has been identified,1,3-butadiene is attributed to ambient air and not a subsurface source. While 1,3-Butadiene was detected at concentrations exceeding the potentially applicable human health screening value, these exceedances do not indicate the presence of a release. The Phase II ESA identified no contamination above concentrations that warranted cleanup or further evaluation.
Conduct of a Phase I and II ESA for this property facilitated a real estate transaction within the Northgate Mile/1st Ave Area-wide Plan and Urban Village focus area (site-specific plan). Redevelopment of the undeveloped former retail gas station portion of the property is anticipated to occur in the next 5 years.
