Additional Property Attributes

The Site consists of an abandoned rail line north of the Saint Mary's River, located near the intersection of Polk and Degroff Streets, and east of Sherman Boulevard, crossing Ewing Street, Wells Street, Cass Street, Harrison Street, and terminating at the intersection of 3rd Street and North Calhoun Street. The Site is mostly undeveloped, except for paving in some areas and buildings on Tract 6. The Site totals approximately 7.59-acres, consists of six (6) tracts, and is irregularly shaped. Tract 1 is approximately 0.333-acres (State Parcel No. 02-12-03-263-001.000-074), near the intersection of Polk and Degroff Streets. Tract 2 is approximately 4.373-acres (State Parcel No. 02-12-02-154-001.000-074 and portions of State Parcel Nos. 02-12-02-182-001.000-074 and 02-12-02-182-002.000-074), between Sherman Boulevard and Ewing Street. Tract 3 is approximately 0.541-acres (State Parcel No. 02-12-02-180-003.000-074 and a portion of State Parcel No. 02-12-02-182-002.000-074), between Ewing Street and Wells Street. Tract 4 is approximately 0.245-acres (State Parcel No. 02-12-02-181-015.000-074), between Wells and Cass Streets. Tract 5 is approximately 0.397-acres ((State Parcel No. 02-12-02-185-003.000-074), between Cass and Harrison Streets. Tract 6 is approximately 1.703-acres (State Parcel No. 02-12-02-251-001.000-074), between Harrison Street and southeast of the intersection of 3rd Street and North Calhoun Street. The rail line was installed prior to 1885. The Site was previously owned by Norfolk Southern Railway Company. Recognized environmental conditions (RECs) identified during the Phase I ESA included: 1) The historical use of the site as a rail line due to the potential historical use of the rail line to transfer hazardous substances and/or petroleum products, and subsequent releases from the rail cars (Other sources of contamination potentially associated with the rail line include arsenic, which may have been used as an herbicide to control weeds, creosote used to preserve wood ties, and coal ash from engines.); 2) one (1) 500-gallon steel, diesel UST that was installed around 1976 was reported removed from near the south side of Tract No. 6 in 1991. (There is no documentation of the closure assessment available on the IDEM VFC.); 3) a United Colonial No. 1 filling station formerly operated at 902 Wells Street, on Tract No. 4. (According to documentation on the IDEM VFC, three (3) 17,000-gallon steel, gasoline USTs were installed on Tract No. 4 and the adjacent property to the south prior to 1966. The UST Notification form indicates that use of the USTs was discontinued in 1978. There is no documentation of a closure assessment available on the IDEM VFC.); 4) eight (8) steel USTs of unknown capacity were reportedly removed in 1988 from the former Brooks Construction/Sheets & Sons facility located adjacent to the north of the western portion of Tract No. 2. (There is no documentation of a closure assessment available on the IDEM VFC.); 5) known petroleum and hexavalent chromium impacts and remaining USTs at the former Indianhead Truck Line facility located to the north of the central portion of Tract No. 2, and groundwater flow towards the site, as well as the lack of further investigation activities along the northern boundary of the central portion of Tract No. 2, where three (3) partially buried USTs had been removed in 1988; 6) known hexavalent chromium impacts at the Cumberland Development property adjacent to the west-central portion of Tract No. 2, and groundwater flow towards the site; 7) based on the upgradient position of 1109 Sherman Boulevard relative to the site, history of trucking terminals in the vicinity of this property (property tax records indicate this property was owned by truck line entities in the 1970s) and the properties to the north of Tract No. 2, and lack of available documentation, Spill No. 200006287, which was reported adjacent to the northwest of Tract No. 2; and 8) the dry cleaning facili
