Addl Cleanup/Treatment info: The scope of work performed during this Phase II ESA was done in general accordance with the site-specific SAP approved on May 19, 2021. There were no significant variances to the planned scope of work. On June 9, 2021, PM completed a geophysical survey at the subject property to investigate the potential presence of orphan USTs associated with former heating oil of both buildings at the subject property, confirm the presence/absence of additional orphan USTs associated with the former gasoline station, identify additional in-ground lifts reservoir, and attempt to determine the location of the former septic fields. Overgrown vegetation to the west of the subject property, parked vehicles, and roll-off dumpsters limited the ability of the GPR unit to assess the entire survey area. No anomalies consistent with the presence of orphaned USTs, former septic fields, or former inground lifts were identified in accessible areas during the completion of the geophysical survey. However, the potential still exists for these to be present in areas not surveyed. On June 10, 2021, PM advanced eight soil borings (SB-1 through SB-8), installed eight temporary monitoring wells (TMW-1 through TMW-8), and collected a total of nine soil samples (including one duplicate) and eight groundwater samples (including one duplicate) for laboratory analysis of VOCs, PAHs, PCBs, TPH-GRO, TPH-DRO, and metals (cadmium, chromium, and lead), or some combination thereof. Concentrations of TPH-GRO were detected in soil samples SB-5 (0.0-2.5 feet bgs) and SB-6 (2.5- 5.0 feet bgs) above the applicable Tier III Restricted/Commercial VRP SLs. Concentrations of benzene, ethylbenzene, naphthalene, n-propylbenzene, isopropylbenzene, xylenes, 2-methylnaphthalene, 1,2,4-TMB, 1,2,3-TMB and/or TPH-GRO/DRO were detected in groundwater samples TMW-5, TMW-6, TMW-7, and TMW-8 above the Tier III Construction DC SLs. Concentrations of ethylbenzene, naphthalene, n-propylbenzene, xylenes, and/or TPH-GRO were detected in groundwater samples TMW-5, TMW-6, and TMW-8 above the Tier III Industrial Vapor Intrusion SLs. Based on the results of the investigation, the soil and groundwater impact identified at the subject property appear to be located in the southern portion of the subject property in the area of the former gasoline station (Mike's Garage). The results indicate that there is a vapor intrusion to indoor air inhalation exposure risk to the occupants of the building. Therefore, PM recommends further investigation (a soil gas survey) to assess the vapor intrusion pathway, and supplemental assessment to delineate the soil and groundwater impact. Additionally, PM recommend the preparation of a Soil and Groundwater Management Plan (SGMP) to be implemented during future construction-related activities that entail the exposure and/or excavation of contaminated soil and groundwater.

Additional Property Attributes

1369 US Highway 23 South: Super Auto Center: Standard and other historical sources were able to document that the property consisted of vacant land between at least 1935 and 1950. The current : building was constructed in 1950 on the central portion. The building was occupied by a restaurant until the mid-1990s when the building was occupied by Weber City Auto Parts, an automotive parts store from at least 1994 until 1995. The building was vacant of tenants until the mid-2000s. Between at least 2008 and 2013, the building was occupied by a used car sales tenant. The building has been occupied by Suzy's Antique Store and Super Auto Center since 2014. Based on the limited automotive service operations at the Super Auto Center, the limited time body shop and collision operations have taken place (seven years), and the lack of regulatory listings, PM has not identified the current body shop operations as a recognized environmental condition (REC).
1335 US Highway 23 South: Mike's Garage: Standard and other historical sources were able to document that the property consisted of vacant land between at least 1935 and 1939. The current building was constructed between 1939 and 1956 as a gasoline service station. Gasoline service station activities continued until 1994, when the dispensing operations ceased. PM was unable to determine the use of the building between 1995 and 2006, however it is likely that the automotive service operations continued during this timeframe. Review of Google street view images documents that between 2007 and 2012 the building was utilized by a gazebo and shed sales tenant. Mike's Garage, an automotive service tenant, has occupied the building since 2016. Based on the limited time the current automotive service operations have taken place (five years), the lack of regulatory listings, and the site observations, PM has not identified the current automotive service operations as a REC.
Upon further investigation, concentrations of TPH-GRO were detected in soil samples above the applicable Tier III Restricted/Commercial Virginia Remediation Program (VRP) Screening Levels (SLs). Concentrations of naphthalene and TPH-GRO were detected in groundwater samples above the Tier III Construction DC SLs. Additionally, a concentration of TPH-GRO was also detected above the Tier III Industrial Vapor Intrusion SLs. Several VOC compounds (including benzene and ethylbenzene) were detected in soil gas samples SS-2 and/or SG-3 at concentrations exceeding the EPA Vapor Intrusion Screening Levels (VISLs) for commercial receptors. The findings of the additional subsurface investigation indicate that the extent of the groundwater impact remains undefined to the east of TMW-13. Additionally, preliminary evaluation of the soil gas survey results indicates that the indoor air inhalation exposure risk pathway is complete, and a vapor intrusion exposure risk may be present for the occupants of the building. Further investigation (indoor air survey) is recommended to further assess the vapor intrusion pathway.
