Additional Property Attributes

The Property is roughly rectangular in shape and consists of seven tax lots comprising 3.53 acres of land. The Property is bordered to the north by Lomax Street, to the south by 1st Street, to the west by Northgate Mile and by residential property on the eastern boundary. North Lee Avenue intersects the Property in a north/south orientation. The Property is zoned as commercial/industrial. The Property was first developed by 1921 with residential, hardware and paint store, and lumber storage use. Over the Property's history, the Property land use also included a gasoline station and automotive maintenance and repair, apartments, a potato cellar, social clubs and group offices, restaurants, drugstore, carpet cleaning, chemical company, TV repair, and retail. The Phase I assessment found the following RECs for the Property: 1) During the site visit, a portion of the Property was operated by Epic Auto, a used car dealership located at 160 Lomax Street. 2) A gas station known as Village Chevron may have operated on the Property according to EDR Historical Auto database at the 205 1st Street address from at least 1969 until at least 1987. This listing is not confirmed by EDR city directory listings, which list no businesses at 205 1st Street. Historical aerial photograph evidence is inconclusive as well. A structure that is not obviously a gas station appears present at this address in 1973 and 1976 photographs but is no longer present in a 1980 aerial photograph conflicting with EDR Historical Auto database information. 3) A second gas station was observed in a 1948 Sanborn map at the southwest corner of the Property at the 120 Northgate Mile address No other records are available for this gas station. 4) City directories reviewed for the Property indicate the presence of a paint store on the Property from at least 1975 - 1985, TV repair services from at least 1963 -1975, and a chemical company and auto lubrication business on the Property in at least 1970. 5) Paramount Drapery Cleaners was located at 220 North Yellowstone Highway (Northgate Mile), across Lomax Street from the Property (cross-gradient). The EDR Historical Cleaners database indicates that this business operated at that location from at least 1975 to 1983. No other records are available for this business. 6) A gas station was observed to the southwest adjoining the Property at 110 1st Street in a 1948 Sanborn map. No other records are available for the gas station. 7) Falls Printing Company is listed in city directories and environmental records (small quantity generator of hazardous waste) adjoining the Property to the south (cross-gradient) at 180 1st Street from 1963 - 2000. 8) A gas station and auto repair facility is observed on a site approximately 200 feet to the north (crossgradient) in the 1948 Sanborn map and in city directories (1966 and 1970) at 238 Northgate Mile. 9) A laundry facility is observed on an adjoining site to the south (cross-gradient) in the 1948 Sanborn map. This facility may have used solvents in its cleaning processes. 10) A sheet metal fabrication shop is observed on an adjoining site to the south (cross-gradient) in the 1968 Sanborn map. An environmental evaluation and planning was conducted to spur redevelopment. This cluster is in the Northgate Mile/1st Ave. Area-wide Plan.
