Additional Property Attributes

The Kansas Department of Health and Environment received a Brownfield Targeted Assessment application from the non profit New Bethel Church property located at 745 Walker Ave, in Kansas City, KS. The applicant's goal is to redevelope the site with a multi puropse facility to support the church and community. The property comprises over 4 acres. The application has been approved and the notifying letter mailed to the applicant.

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the property in Kansas City, Kansas. Based on the information collected during the Phase I report, "Recognized Environmental Conditions" were identified as significant potential for contamination due to onsite historic auto repair and an adjacent laundry facility. Due to the identified REC, KDHE recommended a Phase II environmental assessment.

KDHE completed a Phase II (BTA) at the property in Kansas City, Kansas. The Phase II BTA was completed to evaluate the RECs identified during the Phase I, completed in June 2018. Based on the Phase I report, RECs were identified as potential petroleum products due to an onsite historic auto repair and an adjacent laundry facility.

The Phase II consisted of eight soil borings collocated with four groundwater probes. Eight soil samples were collected at the site and analyzed for volatile organic compounds (VOCs) and petroleum as: total petroleum hydrocarbons (TPH) as low-range hydrocarbons (LRH), mid-range hydrocarbons (MRH), and high-range hydrocarbons (HRH), heavy metals, and poly aromatic hydrocarbons (PAH). Four groundwater samples were also collected at the site and analyzed for VOCs, TPH: LRH, MRH, and HRH.

Based on the soil data obtained during the Phase II BTA activities, arsenic and lead were detected in the soil at concentrations above their respective Risk Based Standards for Kansas (RSK) residential soil pathway. Groundwater was encountered and sampled at a single location SB-3. The data does not indicate detections of VOCs or TPH above their respective residential groundwater RSK at the SB-3 sample The Brownfields Program recommends a Phase III environmental assessment for further delineation of the heavy metals contamination and to determine the source's based on the intended redevelopment of the property, KDHE recommends the western three-quarters of the property is cleared for redevelopment. KDHE Brownfields will conduct a Phase III assessment of at those impacted locations on the eastern portion.

The Kansas Department of Health and Environment (KDHE) completed a Phase III Brownfields Targeted Assessment (BTA) at the above referenced property in Kansas City, Kansas in June 2019. Based on the soil data obtained during the Phase III BTA activities, arsenic was detected in the soil at concentrations above RSK at SB-13 at 8-10 feet. According to the intended redevelopment plans of New Bethel Church; results indicate further investigation does not appear to be necessary through the Brownfields Program and the property is cleared for redevelopment. The Brownfields Program strongly recommends New Bethel Church or its contractor work with the Bureau of Waste Management (BWM) Hazardous Waste Permits Section to obtain special waste authorization if the soil will be move, removed, spread, or disturbed at the locations of SB-7 and SB-13 during redevelopment activities.
