The Kansas Department of Health and Environment received a Brownfields application from Alcove Spring Historical Trust for their property located at 1 Public Square in Blue Rapids, KS. They requested a Phase I BTA with asbestos, lead based paint and mold surveys for the redevelopment project. The application was approved on March 29, 2019.

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the above referenced property in Blue Rapids, Kansas. Based on the information collected during the Phase I report, "Recognized Environmental Conditions" were identified as significant potential for contamination due to historic auto repair and filling station operations at the north adjoining property. Due to the identified REC, KDHE recommends a Phase II environmental assessment.

Business Environmental Risks (BERs) were found during a NESHAP Limited Asbestos, Lead-Based Paint (LBP), and Mold Survey. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as black roofing sealant (10% chrysotile). Lead-Based Paint was identified as dark green exterior paint (78,600 mg/kg), blue paint on interior walls (6,370 mg/kg) and white paint on window trim (91,300 mg/kg). Mold commonly associated with high-toxicity "black mold" was not identified. Abatement of the ACM will likely be required prior to demolition or renovation.

The Phase II BTA was completed to evaluate the "Recognized Environmental Conditions" (RECs) identified during the Phase I, completed in December 2019. Based on the Phase I report, "Recognized Environmental Conditions" (RECs) were identified as potential hazardous substances and petroleum products due to the historic auto repair and filling station operations at the north adjoining property. Due to the potential for soil and groundwater contamination, a Phase II assessment was completed in September 2020.

Based on the data obtained during the Phase II BTA activities, contamination was not detected in soil or groundwater at concentrations above their respective residential Risk Based Standard (RSK) for Kansas. Investigative results indicate further investigation is not necessary through the Brownfields Program and the property is cleared for redevelopment.
