Additional Property Attributes

The approximately 1 acre property is mostly paved with a three-story brick building that has a floor area of 72,790 square-feet. The property is located in the Downtown Commercial District with an active rail line along the southeast border. The property has been used for the manufacturing operations of various garment companies in addition to office and warehouse space. Its most notable occupation was by the HD Lee Company from 1961 until 1990. Since 1990, the building has mostly served as a warehouse and office space. The building will be converted into a mixed-use development of loft apartments and commercial/office space. In the Phase I Environmental Site Assessment (ESA) dated August 5, 2020, two off-site Recognized Environmental Conditions (RECs) were found for the property: the historical presence of a garage/auto repair shop with two gas tanks located southwest of the subject property at 120 East Commercial Street, and the presence of a former filling station located north of the subject property at 25 North Washington Street. To determine if contaminants from the RECs are present on-site, two soil borings were advance to facilitate the collection of soil and groundwater samples (Phase II ESA). Soil samples were collected from each boring and chemically analyzed for contaminants of concern. Results showed that although soil samples contained concentrations of lead above the 2006 Missouri-Risk Based Corrective Action Default Target Levels the levels were well below residential Risk-Based Target Levels. Although borings were drilled to the dolomite bedrock (between 9 and 16 feet below ground surface), groundwater was not encountered. Based on these results, no further sampling of soil or groundwater is needed. To determine the presence of asbestos-containing materials (ACM), an ACM survey was conducted during which nine (9) suspect homogeneous materials were sampled for asbestos. Two (2) of the sampled materials were positive for chrysotile asbestos. To determine the presence of lead-based paint (LBP), a LBP inspection was conducted during which X-Ray Fluorescence (XRF) was used to test building components for LBP. LBP was found on components on all floors and the exterior of the building. Elevator doors and jambs as well as metal columns and ceiling beams tested positive on all floors. All fire doors also tested positive. All wood and metal windows are also positive, regardless of floor. Guttering and downspouts on the rear of the building are also presumed positive based on the black downspout positive result.
