Additional Property Attributes

This 3.2-acre site contains 36 parcels and is located north of downtown St. Louis. Residential and commercial buildings once occupied this land, but only three former residences, in varying states of collapse, remain.

The applicant wishes to turn this site into transitional housing for homeless veterans. 50 tiny houses are planned, as well as a Community Center and a Veterans Outreach Center.

A Phase I investigation, conducted in May 2021, lists the following Recognized Environmental Conditions (RECs) for the site:

- Building material, possibly containing asbestos, in buried basements and crawlspaces.

- The Superfund Enterprise Management System archive database contains a listing of "Aldine Avenue Drums", which was a removal-only site for containers of unknown substance. This property (3625 Aldine Ave.) was not listed on the National Priorities List.

- Former auto repair shop at 1521 N. Grand Blvd.

- Former welding shop at 1515 N. Grand.

- Former upholstery clenaer at 1523 N. Grand.

- Former filling stations south, southeast, and southwest of the subject site.

- Automotive junkyards to the south and west of the subject site.



In addition to the above RECs, asbestos surveys were conducted at the three above-referenced former residences. Minimal asbestos was found at these sites.

Arsenic, lead, and polynuclear aromatic hydrocarbons (PAHs) are present in the surficial soil above the Department's Risk-Based Target Levels, for residential land use. Asbestos-containing materials (ACM) were found in debris buried on former residential lots. The report recommends removal of contaminated surficial soil prior to construction, or capping the soil after construction, to prevent residential exposure to the surficial metals and PAHs. The report also recommends removal and proper disposal by a licensed waste hauler of any materials encountered during construction that are similar in color or texture to those materials positively identified as ACM during the investigation.
