Additional Property Attributes

The Property consists of approximately 1.26 acres occupied by two buildings: Annex A and Annex B and a paved parking lot (Wasco County tax parcel 1N 13E 3 CA 3000). The Property is currently occupied by Wasco County North Central Public Health District offices and medical clinic (Annex A first floor), Wasco County Facilities shop and storage (Annex A basement), and Wasco County Corrections Parole and Probation Department (Annex B). Wasco County has been listed as the Property owner since at least 1967. Surrounding properties are commercial and residential. The Property was first developed with two small residences as early as 1888. The first substantial Property structure was a residence/private hospital prior to 1900. This structure and hospital operations expanded over time, and eventually was demolished between 1955 and 1960. The Annex B building and eastern portion of the Annex A building had been constructed on the Property by 1942, and the western portion of the Annex A building by 1955. By 1960, it appears that all medical operations on the Property had been replaced by office uses which continue to this day.
Based on the RBM survey at Annex A, Second Floor, ACM was identified within the survey area. The following potentially hazardous materials were observed within the Property buildings: light ballasts that may be equipped with PCB-containing oil; fluorescent light tubes and thermostats that may contain mercury; the drinking fountain and fire extinguisher that may contain ozone-depleting substances; and, household cleaning products.
Based on the limited asbestos survey at the clinic concealed flooring, approximately 500 square feet of ACM was identified.
It is recommended that ACMs be removed by a licensed abatement contractor prior to renovation or refurbishing activities. If the entire area of ACM is not affected by renovation or refurbishing, spot abatement of the material could be completed. This would entail only abating the affected areas. It is also recommended that a third-party consultant, independent from the abatement contractor, be retained to monitor abatement activities and provide final remediation clearance testing as appropriate during the renovation of the clinic flooring, in accordance with all applicable laws.
