Addl Cleanup/Treatment info: It appears that cleanup began on-site in 2000 with "trench and mix" remediation activities were reportedly conducted using humates, lime, and microbial enhancement. Between 2001 and 2004, confirmation sampling and retreatment were conducted. Petroleum hydrocarbons detected on the north part of the subject property. A leaking abandoned pipeline was discovered, plugged, and removed. The area below the former pipeline was treated using microbes. Low pH was observed on the southern part of the subject property and re-treated with lime. Groundwater underlying the subject property was reported to have been impacted from an adjacent property. A permeable barrier was constructed between the adjacent property and a right-of-way located on the southern portion of the site. Additional remediation activities were planned. In a letter dated May 23, 2006 to the TCEQ, a prospective developer intended to remediate the land using Remedy Standard A with the intent to develop a commercial facility. It was noted that the subject property was within the boundaries of a Municipal Setting Designation (MSD); however, the City of Fort Worth MSD map did not depict the subject property as part of an MSD, and the associated TCEQ MSD certificate does not include the subject property. The TCEQ responded to this letter on June 14, 2006 listing the following requirements to obtain an MSD certificate: * Further assessment of soil contamination. * Evidence of groundwater impacts, and an application to the City of Fort Worth * After approval by the City, an application would have to be submitted to the TCEQ. An APAR would also have to be submitted to and approved by the TCEQ. * To meet Remedy Standard A residential land use closure, affected soils with COC concentrations above the Critical PCLs would have to be excavated and disposed offsite. * After the response action is complete, a Response Action Completion Report (RACR) and No Further Action (NFA) request would have to be submitted to the TCEQ. Based on the available information, additional investigation and/or remediation activities have not occurred.

Additional Property Attributes

The site was part of the Texas Pacific Coal & Oil Company Refinery, which operated until the late 1920s. At that time, several large ASTs within earthen berms were present on the site. Investigation and remediation activities occurred on-site in the 2000s, but sampling data and maps were not obtained for the previous investigation and remediation activities, and based on the available information, it does not appear remediation activities were completed. Based on the historical use of site, the former on-site refinery constitutes a REC to the site. In addition, based on the absence of information on the initial and additional investigation and remediation activities, the Phase I ESA identified the absence of this data as a significant data gap. The site currently consists of vacant land and commercial and/or industrial development is planned for the site.
