Additional Property Attributes

Cardno completed a Phase I ESA at at the Site in November 2021, noting the following RECs:
On-Site RECs
As noted in Cardno's May 2021 Phase I ESA, the Site formerly operated as an automotive
repair garage and gasoline filling station. Based on the previous RECs identified in
connection with this historical use and potential for resulting hazardous substance and/or
petroleum product impact, the Subject Property's prospective purchaser (City of Chiloquin)
requested entry into the Oregon Voluntary Cleanup Program. Oregon Department of
Environmental Quality (ODEQ) accepted the Subject Property into the program in the
Voluntary Letter Agreement on June 3, 2021 (ODEQ ID# 6462). Subsurface environmental
assessments activities were subsequently completed by Cardno in July of 2021, and
included advancing nine soil borings, installing five temporary groundwater monitoring wells,
and completing a ground-penetrating radar study for abandoned underground storage tanks.
Ten soil samples and six groundwater samples were collected from the soil borings and
monitoring wells, and analyzed for hazardous substance, petroleum products, metals, and
polychlorinated biphenyls. Based on the radar study and analytical results of soil and
groundwater samples, Cardno determined the likely presence of underground storage tanks,
in-ground hydraulic lifts, an oil-change pit on the Subject Property, and an associated
petroleum product release (below Oregon DEQ Risk-based Cleanup Criteria). Although the
findings from Cardno's investigation largely mitigate the potential for hazardous substance
and petroleum impact at the Site at concentrations requiring corrective action, the presence
of abandoned underground storage tanks, hydraulic lifts, and the oil-change pit represents a
potential threat for future petroleum impact to the subsurface. As such, these features are
considered a REC requiring further assessment and/or proper decommissioning in
accordance with ODEQ regulations. Note: It is the City's intent to address these features
using funds requested via application for a FY2022 EPA Brownfield Cleanup grant.
Off-Site RECs
Based on the finding of this Phase I ESA, in conjunction with data reviewed from Cardno's
August 2021 Phase II ESA, no off-Site RECs where identified in connection with the Subject
Property.
Non-Scope Considerations
Based on the findings of this assessment, Cardno recommends the following actions to both
facilitate redevelopment/reuse efforts on the Site and to protect future construction or
excavation workers if these features are inadvertently encountered, or for future Site occupants
in the event they result in a future release to the Site subsurface:
? Based on the GPR report provided by GPR Data, the area of the potential UST anomaly
should be further investigated. If a UST is discovered, said UST should be decommissioned
and reported in accordance with ODEQ guidelines;
? The potential for an additional heating oil UST in the Subject Property's east area (building
interior east wall) should be further evaluated by installing a test pit/exploratory excavation,
and if confirmed, the UST should be decommissioned in accordance with ODEQ guidelines;
? The in-ground hydraulic lifts and oil-change pit should be decommissioned by removal;
? Any concrete or soil removed from the Site should be characterized and directed to an
appropriately permitted landfill for disposal;
? The debris/rubble pile should be characterized as regulated asbestos waste, and should be
removed from the Site by a qualified asbestos abatement contractor in compliance with
federal, state, and local regulations.
Non-Scope: Asbestos-Containing Materials

the building including:
