Additional Property Attributes

Standard and other historical sources were able to document that the subject property was developed with a dwelling and two outbuildings from at least 1917 until between 1927 and 1944 when the structures were demolished. The property was redeveloped with the Jessica Hotel between 1927 and 1944, which was subsequently demolished between 1970 and 1971. The property was used as a parking lot until an office trailer was placed on the eastern portion between 1998 and 2005 and the property was used as a used car sales lot. The office trailer was removed between 2006 and 2009 and the property has been a parking lot since that time.

The northwest adjoining property, identified as 203 East Willow Street, was occupied by an automotive service operation in at least 1944 and an automotive sales and service operation in 1951 with two gasoline underground storage tanks (USTs) depicted in the southern portion in Sanborn Maps. PM was unable to determine occupancy from 1951 until 1976. Based on the previous use, it is likely that it continued to be used as an automotive sales and service operation. Historical interior waste streams associated with the former service garage operations would have consisted of general hazardous substances and/or petroleum products. A significant portion of this time period preceded major environmental regulations and current waste management and disposal procedures. The historical waste management practices associated with the former service operations are unknown and may be a source of subsurface contamination. Based on the close proximity and lack of subsurface investigations, the potential exists for contamination to be present and have migrated onto the subject property.

The south adjoining property, identified as 205 South Andrews Street, was developed between 1927 and 1944 with an automotive sales and service company constructed in the southern portion. The southern building remained an automotive sales and service operation until between 2008 and 2014. The property contained two USTs, however, PM was only able to obtain closure/location information on one of those tanks. The regulatory database indicates that the former occupant was a RCRA generator of hazardous waste from at least 1986 to 2008. Based on the close proximity (approximately 100 feet), the length of time service operations were performed (at least 70 years) and the lack of information on the additional UST, the potential exists for a release to have occurred and migrated to the subject property.
