Additional Property Attributes

The site was home to a former service garage; a red roof structure that was a former fueling station with underground storage tanks (USTs); and a former residence. A Phase II Environmental Site Assessment (ESA) was completed to determine if historical use of this property and USTs have caused a release to the environment. Additionally, a Ground Penetrating Radar (GPR) survey was completed in an attempt to confirm the presence and location of any USTs still on the property. The GPR survey confirmed the presence of distribution piping at a depth of one to three feet below ground surface. The GPR Survey did not confirm the presence of USTs; however, evidence of USTs was discovered during boring advancement at one of the sampling locations. The property owner subsequently removed the tanks. Several petroleum-related volatile organic compounds were detected in soil, soil gas, and/or groundwater exceeding Nebraska Department of Environment and Energy (NDEE) Voluntary Cleanup Program (VCP) Remediation Goals (RGs). Total extractable hydrocarbons as mineral spirits in one groundwater sample and kerosene in another groundwater sample were detected at concentrations exceeding the most stringent Risk-Based Screening Levels (RBSLs) for diesel fuel established by the NDEE Petroleum Remediation Section (PRS). The site was referred to the NDEE PRS for further investigation. An asbestos-containing materials (ACM) survey was completed for all three structures on site. Regulated ACM was identified in several building materials in the red roof structure. All ACM was removed from the red roof structure in December 2022. The residential structure and red roof building have since been demolished, which also removed the mold contamination. Only the former service garage remains on site. The service garage was constructed in 1900; therefore, lead-based paint (LBP) may be present in the structure, and an LBP survey is recommended if the building will be renovated. The NDEE PRS completed a Tier I investigation in 2023. Although contaminants of concern (COCs) were detected above NDEE VCP RGs in soil, soil gas, and groundwater during the Phase II ESA, the Tier I Report indicated the site passed the RBSLs for all residential exposure pathways and was recommended for closure. A site closure letter was issued for the site on October 18, 2023. Because petroleum related compounds were the only COCs detected on site, PRS's determination that the site passes RBSLs for all exposure pathways is the basis for determining that there are no soil, soil gas, or groundwater impacts that would hinder redevelopment.
