Additional Property Attributes

The site spans a 4.3-acre parcel in a developed industrial and commercial area of Waterbury, bounded by residential and commercial in the north and east, and residential homes in the south and west. A a small brook flows along the eastern edge of the property and under a paved area. A 620-square-foot, six story commercial building constructed between 1910 and 1917. The properties' owners, Shekinah Christian Church are the sole occupants of the building, currently occupy a small section of the second floor for office space. Additional buildings were demolished in the late 1960s. From approximately 1890 until 1959 Waterbury Manufacturing Brass Goods occupied the Site (address referred to as 568 North Main Street). The Waterbury Manufacturing company used onsite buildings for storage, riveting operations, press operations, screw room, machine room, auto machinery, pattern storage, shook house with the gear house and wheelhouse to the south, annealing room, engine room with four boilers, the biz house, shipping and packaging, dipping, soldering, lacquer, and offices. The Manufacturing plant occupied the off-site property to the east and to the northeast. From 1979 through 2014 Radio Instrument Co, a manufacture of radar systems occupied the space and used it for storage. he property listed as 584 North Main Street is listed on the CT Manifest Database under Radio Research Instrument Co. (EPA ID CTP000028613). The database lists hazardous waste manifests from 2005 for five gallons of potassium hydroxide solution, 550 gallons of paint, 55 gallons of paint, and 15 gallons corrosive liquid. Maps created between 1884 and 1977 indicate a historical industrial and commercial use. Elevated levels of PCBs, PAHs, and asbestos have been identified. The proposed redevelopment consists of a 100+ unit apartment building with commercial space on the first two floors.

Assessment work is complete. The Neighborhood Housing Services is closing remaining data gaps while the environmental firm Arcadis prepares the site to become eligible for supplemental funding from the Connecticut Department of Economic and Community Development.
