Additional Property Attributes

Historical: The property has been owned by the City of Cowen since the 1960s. A freshwater pond and associated wetland area comprise most of the subject property's land surface. The property currently functions as a city park for Cowen, West Virginia. The pond was constructed in the 1920s as an impoundment along Big Ditch Run to support a Baltimore & Ohio Railroad staging operation adjacent to the pond to the west. Water from the reservoir was used for the locomotives. The B&O Railroad yard comprising the west adjoining property, was used historically for industrial purposes and transportation. Phase II ESA: 1. Laboratory analytical results indicate that arsenic exceeds the WVDEP De Minimis Level for Industrial Soils, is retained as a COC for surface soils and is considered a REC for the Property. 2. Soil and sediment analytical results indicate that benzo(a)pyrene exceeds the WVDEP De Minimis Level for Residential Soils, is retained as a COC for surface soils and sediment and is considered a REC for the Property. 3. Surface water analytical results indicate benzo(k)fluoranthene exceeds its WVDEP Surface Water Standard, is retained as a COC in surface water and is considered RECs for the Property. 4. Soil gas analytical results indicate that TCE exceeds its USEPA VISL and the method detection limits for naphthalene exceed its USEPA VISL and are retained as COCs for soil vapor intrusion and is considered a REC for the Property. Based on having no known source for TCE and the possibility for laboratory cross-contamination, resampling at the SG-3 location is recommended. Additionally, resampling to achieve and acceptable method detection limit for naphthalene is recommended.
