Additional Property Attributes

The Subject Property is located at 2652 River Road, The Dalles, Oregon 97058 and consists of approximately 2.67 acres of land developed as a gravel parking lot and storage yard. Current operations include RV parking and a staging and storage area for the Northern Wasco County Public Utility District (NWCPUD). The Subject Property is owned by the NWCPUD. The Subject Property is comprised of one tax parcel (2N 13E 33 1000) zoned industrial. Vicinity properties are zoned industrial to the north, south, and west, and recreational commercial to the east. The historical records review indicated that the Subject Property was previously part of a landfill known as The Dalles Disposal Site, and it was a City waste disposal site from 1938-1955. The landfill was reported to collect refuse, domestic garbage, and industrial garbage, and conduct open burning of the waste. Since 1975, the former landfill, including the Subject Property, has been part of the parking lot for the local rodeo. The most recent Site investigation work at the former landfill was conducted in 2010 and 2011. Results from the site investigation in 2010-2011 indicated contaminants in soil and groundwater. The assessment has revealed the following evidence of RECs and CRECs: 1) Environmental and historical records reviewed by Stantec identified that the Subject Property was used as a city waste disposal site from 1938-1995. The Subject Property is listed as Dalles Disposal Site in the Oregon ECSI database. Several phases of assessment and targeted cleanup have been conducted. A conditional NFA was granted by the Oregon DEQ on June 27, 2013. To comply with the conditional NFA, an Easement and Equitable Servitude (EES) was established on May 31, 2013, documenting required institutional and engineering controls for the Subject Property. Soil and groundwater contamination resulting from the historical use of the Subject Property and the current regulatory status of conditional NFA with engineering and institutional controls is a CREC for the Property; 2) Environmental and historical records reviewed by Stantec identified that the site adjacent to the north, south, and west of the Subject Property, Northwest Aluminum - Tax Lot 200, contained a portion of the historical city waste disposal landfill footprint. Assessment and targeted remediation of the former landfill have been conducted under DEQ oversight. An area identified as Location Remedial Area 1 (RA1) in DEQ records covers the area of the City waste disposal site on the Northwest Aluminum - Tax Lot 200 property. An EES was filed on this site in 2016 between DEQ and the site owner (Moraine Industries LLC). As part of the EES, an existing surface cap on the Property was extended to cover the entirety of RA1 in 2017. Soil and groundwater contamination resulting from historical use of the site and the current regulatory status of EES with engineering and institutional controls is a CREC for the Property; 3) Power poles were observed sitting on the gravel ground surface in the southwestern portion of the Subject Property. The presence of power poles sitting on the ground surface represents a REC for the Subject Property, as the potential historical treatment of power poles with chemical preservatives to leach from the poles represents a material release threat. As currently configured and used, and with maintenance of Subject Property engineering controls and compliance with all EES requirements, the Subject Property does not pose an unacceptable risk to human health or the environment, as indicated by the conditional NFA issued for the Subject Property by the DEQ. Landfills are known to be prone to differential settlement which likely will require greater than normal maintenance of the current Subject Property gravel lot. If the Subject Property were to be reconfigured/redeveloped, the DEQ would need to be consulted, and actions taken to ensure that Subject Property modifications do not decrease the level of protectivenes
