Additional Property Attributes

The subject property is at 211 W. Franklin Street in Warrenton, Warren County, North Carolina. Previous uses of the site included cotton ginning and flour milling. Additional off-site sources of PCE were identified. A Phase I ESA was conducted at the property July 2022.

Another Phase I ESA was conducted at the property (211 and 221 West Franklin Street) June 2024. The property appears to have historically operated as a cotton gin and flour mill from at least 1912 through 1998. The following RECs were identified: the historical cotton gin and flour mill operations and the potential historical/current presence of an on-site UST and septic system; the historical operations and documented releases on adjacent and nearby properties, including former bulk petroleum facility, gas station, and dry cleaner. The property is currently owned by Working Landscapes, a local non-profit. 221 West Franklin St currently operates as produce processing and storage facility, 211 West Franklin St is currently vacant and the property owner intends to renovate/redevelop the building. An asbestos and lead-based paint survey was conducted at 211 West Franklin St in June 2024. Asbestos containing materials were not identified, lead-based paint was identified at 211 West Franklin St. The asbestos and lead-paint survey did not include 221 West Franklin St.
