Additional Property Attributes

A Phase I Environmental Site Assessment (ESA) was completed of 702 North Albion (Parcel A) Street and 612 Washington Park (Parcel B) in Albion, Calhoun County, Michigan.
At the time of the reconnaissance, the Subject Property consisted of two vacant parcels of land identified as 702 North Albion Street (Parcel A) and 612 Washington Park (Parcel B). Parcel was approximately 0.23 acres in size, and Parcel B was approximately 0.35 acres in size. The area north of the Subject Property consisted of a church and residential developments, and the areas to the east, south, and west were vacant land.
A residence was constructed on Parcel B by 1913, and a garage was constructed on this parcel by 1918. The residence utilized oil heat from at least the date of construction through the 1980s. Parcel B remained residential until the late 2010s, when the residence and garage were demolished. A commercial/store building was constructed on Parcel A by 1918, and a garage was added to this parcel by 1931. The first floor of the commercial/store building was occupied by restaurants and later Flint Eagle Motorcycle and the second floor was used for residential purposes. The buildings on Parcel A were demolished by 2020. The Subject Property was vacant grass- and tree/shrub-covered land at the time of our 2022 reconnaissance.
The following RECs were identified in the Phase I ESA:
* The potential for unknown or unreported releases of hazardous substances and/or petroleum products and potential for a heating oil underground storage tank (UST) to be present on Parcel B of the Subject Property.
* The potential that foundry sand generated by the operations on the Harvard Industries/Hayes Albion site was placed on the Subject Property.
* The potential that known impact has migrated onto the Subject Property from the adjoining Harvard Industries/Hayes Albion site.
* The potential for migration of known impact and potentially unreported and/or undetected releases of hazardous substances and/or petroleum products associated with historical filling stations and automotive repair/service garage operations on sites located north and northeast of the Subject Property.

A Phase II ESA was completed and arsenic and mercury were measured in soil samples at concentrations above Part 201 generic residential cleanup criteria. The potential developer is considering the results as it pertains to their potential redevelopment; additional assessment may be warranted when a direction is decided on how to develop the site.

October 2023 Update - waiting on direction from church on whether they will proceed with potential acquisition of the site.
July 2024 Update - Calhoun County Lank Bank met with church to provide update and request a decision be made on whether they will acquire the site.

To facilitate completion of a Baseline Environmental Assessment (BEA), a new Phase I ESA was completed in August 2024. BEA completed in November 2024.
