Additional Property Attributes

The Schaaf Road Landfill (SRL) is one parcel on 42 acres located in Brooklyn Heights Ohio and was owned by Manny Rock. The landfill was in use from 1973 until 1994 when the EPA revised its solid waste rules and triggered the closure of many landfills across Ohio. After closing, SRL and the Ohio EPA could not come to an agreement regarding cost of post-closure care and financial assurance. This resulted in litigation and a judicial order was filed in April 2004. Manny Rock was found liable for the financial assurance but soon after declared bankruptcy. Very little had been accomplished in terms of post- closure activities after 2006. In June of 2020 a Summary of Conditions and Gap Analysis was performed and in November of 2020 there was a Planning and Redevelopment analysis completed for the Landfill. A portion of the "Landfill Post closure/ Redevelopment Checklist" was reassigned to consultants and re-dubbed the "Landfill Redevelopment Guide". This was created to serve as a checklist when closing and redeveloping on sites that were once landfills.
