Additional Property Attributes

The Subject Property is located at 962 Manson-Axtell Road in Soul City, Warren County, NC and consists of approximately 3.0 acres. The property is developed with an approximately 13,000 square foot, single-story former assisted living facility which was originally constructed as the McKissick Assisted Living Center in 1993. The former assisted living facility operated from approximately 1993 through 2009 according to interview information, and has been vacant since 2009. The building has been vandalized and no longer has operational plumbing or electrical systems. The property is zoned "Neighborhood Business" by the Warren County Planning Department. Future use of the property has not been determined at this time.

Land use at the Subject Property has been confirmed by historical resources back to 1950, when the Subject Property appears to have been cleared and partially developed as pasture land. The property was previously developed with approximately three unknown structures as depicted in an aerial photograph from 1970, which appear to have been razed in the aerial photograph from 1981. Mid-Atlantic has not been able to determine details regarding this historical use. This assessment has revealed the following recognized environmental conditions (RECs) in connection with the Subject Property: The presence of a diesel powered generator is considered a REC as it poses a material threat of a future release. Based on information currently available for the Subject Property, it is our opinion that additional investigation is not warranted. Mid-Atlantic recommends either removing the diesel fuel storage tank or ensure the tank has appropriate secondary containment and is up to date on necessary inspections.
