Additional Property Attributes

The Subject Property consists of approximately 12.67 acres. At the time of Ph I ESA site reconnaissance the property had three vacant dilapidated structures. The Subject Property is currently owned by Wisely Property, LLC and was previously owned by Watkins Vernon, LLC until 2014. Future use of the Subject Property has not been determined at this time.

In 1950 multiple residential/agricultural structures appear to have been developed on the northern, central, and southwestern portions of the site. Additionally, two roads transected the site until 1974. The property historically operated as a gas station and/or vehicle maintenance facility from approximately 1977 through 2009. The building and associated canopy were removed by 2009. The Subject Property appears to have been in its present-day configuration since at least 2016. The Phase I ESA noted the following RECs: The unassessed components of a former UST system (pump island(s) and delivery lines); The potential release(s) from former vehicle maintenance operations between 2004 to 2009; and the documented groundwater contamination at the topographically upgradient northeast adjacent property (2564 US Highway 1 North) associated with LUST Incident No. 46178.

The Phase II ESA at the site noted the following: detected concentrations of arsenic in nine soil samples exceeded the NCDEQ Division of Waste Management (DWM) Residential Health-Based PSRG, but are below the average levels of naturally occurring arsenic in North Carolina soils; total petroleum hydrocarbon compounds (TPH-DRO or TPH-GRO) were not detected in soil samples collected in proximity to the former dispenser islands; total chromium was detected in nine soil samples collected from the approximate area of vehicle maintenance activities; risk scenarios for direct soil contact did not exceed the established DWM maximums for non-residential use; groundwater flows generally west; petroleum compounds have been identified in groundwater exceeding regulatory standards; free product was not detected; the calculated risk scenarios for groundwater to indoor air exceeded the DWM established maximums for both residential and non-residential uses; and, groundwater appears to have been adversely impacted, at least in part, by a release(s) from the northeast adjacent LUST incident. Based on the Phase II ESA data, it does not appear site conditions would prohibit future residential or non-residential redevelopment as long as appropriate assessment, engineering controls, and/or mitigation measures are conducted.
