Additional Property Attributes

Standard and other historical sources were able to document that the subject property was vacant and agricultural land until between 1948 and 1953 when two structures were constructed in the northern and southern portions. Three more structures were constructed between 1974 and 1981 in the western portions including the current dilapidated barn in the southwestern portion. A sixth structure was constructed in the northern portion to the east of the original northern structure. Exterior stored items have been present in the southern and western portions since at least 1999. A pond was constructed in the northwestern portion between 1992 and 1999. Between 1999 and 2008 all of the structures were demolished with the exception of the current collapsed barn in the northwestern portion and the current dilapidated barn in the southwestern portion. Based on an interview with the current owner and observed site conditions, trucking and service operations occurred in at least the southwestern portion of the property beginning between 1974 and 1981 until between 1999 and 2008.

The following significant data gap was identified during completion of this Phase I ESA:

* Due to a lack of available historical information, PM was unable to determine the use of the former structures beginning between 1948 and 1953 until between 1999 and 2008. According to the current owner, the subject property was formerly occupied by service and trucking operations and pastureland, although the exact time period of on-site operations was not provided. PM was unable to verify the operations performed in the former structures other than the current dilapidated barn in the southwestern portion. Additionally, PM was unable to determine whether the former structures were connected to municipal sewer or private septic system(s). PM has identified this lack of occupancy and operation information as well as the potential septic system use associated with the former structures as a significant data gap that impacts the ability to determine whether previous operations would represent a REC.

This assessment has revealed no evidence of recognized environmental conditions connected with the property except the following:

* The subject property was occupied by service operations beginning between 1974 and 1981 until between 1999 and 2008. During the site reconnaissance, PM observed areas of dark staining within the dilapidated barn as well as cracked and pitted concrete flooring. Additionally, several containers with staining were observed and likely associated with service operations. Historical interior waste streams associated with the former service operations would have consisted of general hazardous substances and/or petroleum products. A portion of this period preceded major environmental regulations and current waste management and disposal procedures. The historical waste management practices associated with the former tooling operations are unknown and may be a source of subsurface contamination.

The following BERs were identified during completion of this Phase I ESA:

* PM observed approximately four to six vehicles abandoned in the southern overgrown area on bare ground. Based on review of aerial photography, the vehicles have been present since at least the 1990s. It is unknown whether any petroleum products remained in the vehicles prior to their placement in this area.

* PM observed approximately thirty discarded tires around the northern exterior of the dilapidated barn. The current owner was unaware of where the tires originated.
