Additional Property Attributes

From at least 1903 to 1946, the subject property was either undeveloped or no coverage was provided by fire insurance maps reviewed. By 1949 the subject property had been developed with a small building - likely a residence. The subject property was developed with the existing commercial building in 1969. A variety of businesses operated in the building from 1969 to 2009 and included the following: The Dairy Tree ice cream parlor; Mississippi Power and Light; New Creation Community Service Center; and New Creation Feeding. The last city directory listing for the subject property was in 2009, and New Creation Feeding was listed at the address. Historical restaurant, office, and non-profit uses of the subject property do not represent recognized environmental concerns (REC). The subject property is currently developed with a vacant commercial building. The northern and southern adjoining properties have historically been used for commercial purposes. The eastern adjoining property was historically developed with an orphanage and then a mall. The eastern adjoining property currently is operated by the Jackson Medical Mall Foundation as a medical complex and business incubator. The western adjoining property was historically operated by Pepsi, and currently sits vacant.

This assessment has revealed the following REC, controlled recognized environmental conditions (CREC), and/or significant data gaps (SDG) in connection with the subject
property:

- Thomas Furniture Underground Storage Tank (UST) (Adjoining). The Old Thomas Furniture Building (Facility ID 11374) formerly operated a 2,000-gallon gasoline UST that was reportedly closed on January 13, 1998, with a pre-88 closure - during which time Hair Plus was operating on the adjoining property. The installation date of the UST was not provided by EDR; however, based on PPM's knowledge of first construction of the northern adjoining property, the UST was likely installed in 1972. According to the Mississippi Department of Environmental Quality's (MDEQ) Online UST Database, the location of the UST on the northern adjoining site is approximately 120 feet north and up-gradient of the subject property. Because the tank was installed before 1988, it was not held to existing UST compliance standards. Therefore, past releases would not have been reported. It is also not clear if fuel is still present in the UST - potential for future release. Therefore, the UST on the northern adjoining property is considered to be a REC.
