Additional Property Attributes

The Power and Light building generated power for the City of Owensville until approximately 10 years ago. It contains approximately 4,000 sq. ft of space. There is also an adjacent storage building on the parcel, containing approximately 1,000 sq. ft. of space. The city wishes to sell the property for reuse but wants to make sure it's clean enough for reuse before they do.

The presence of a large, concrete secondary containment system and concrete cradles indicate that aboveground storage tanks (ASTs) were present. Approximately 32 transformers were present on the site during the site reconnaissance, and staining was noted in the soil under one transformer pad. A groundwater monitoring well was noted to the southwest of the AST containment area. Asbestos was found only on the main building: in the roofing, the AST cradles, and the wire casing. Lead-based paint was found only in the main building: on the steel beams in the interior, on the inside and outside of one and on the west side soffit. The soil and groundwater at the site should be sampled to see if the ASTs and/or the transformers have impacted them. Sample the oil in each of the transformers to determine if any of them contain PCBs.

Total Petroleum Hydrocarbons - Oil Range Organics, exceeded the Department's Default Target Level (DTL), as well as the Residential Risk-Based Target Level (RBTL) for surficial soil in soil sample AST-SS-1, which was obtained next to the former aboveground storage tank area. Arsenic exceeded the non-residential RBTL in soil sample Trans-SS-4. In addition, the geometric arsenic mean for the site soil samples exceeded the background geometric mean for Gasconade County, according to the geological survey paper Geochemical Survey of Missouri, R. Tidball (1984). The geometric mean of lead in the soil exceeds the geometric mean for Gasconade County, according to Tidball. If the planned future use is residential, further investigation and remedial action may be necessary.
