Additional Property Attributes

The Missouri Department of Transportation (MoDOT) is in the process of evaluating an expansion of Highway I-229/U.S.-59 in St. Joseph, Missouri. The City of St. Joseph has identified 11 parcels owned by four different companies within the boundary of the evaluation and has requested Brownfields Assessments for each.
Brooner Construction & Crane currently owns and operates a commercial general contracting company located at 802 S 5th Street. The property is located in an old industrial area that began development in the 1840's. A No Further Action (NFA) letter was issued to Brooner and Associates on May 19, 1992 for a 5,000-gallon and a 2,000 gallon underground storage tank. Although the operation and buildings extend over several acres and parcels of land, only 4.8 acres over three parcels have been identified for the evaluation.
Parcel number 06-4.0-17-002-000-050.001 occupies 0.8 acres that are located on S 6th street. The parcel unpaved and used to store construction equipment.

A Phase I Environmental Site Assessment completed on August 27, 2021 found recognized environmental site contditions (REC) both off and on-site. On-site RECs: (a) The site's long-term development with train tracks from the late 1800s to at least 1991. Union Pacific Railroad Brownfield listing identified on the site. (b) Manufacturing of gas and gasoline engines. Uhler Motor Co. operated on the property from 1911 to 1926. (c) CERLCA listing with located on Olive St. St. Joseph Light & Power Co. operated from 1916 to 1980. Additionally, Joseph Light & Power Co. operated a vehicle maintenance facility on the property.
* Off-site RECs: (a) Polycyclic aromatic hydrocarbons (PAHs) and trichloroethylene (TCE) contamination listed in a 1998 Site Inspection Report of the up-gradient north/east-adjoining property. (b) Numerous violations and enforcement action from improper storage of ignitable and corrosive wastes identified on the north-adjoining property located at 920 South 6th Street. Brown Transfer & Storage Co. operated from 1982 to 2008 and was listed on the RCRA-LQG, and EPA Watch List database.

A Phase II Environmental Site Assessment completed on February 27, 2022 documents the collection and analysis of environmental samples. One boring was drilled to 20 feet below ground surface. Results of analysis for surface soil samples show that lead and cadmium were below the Tier 1 non-residential RBTL. The benzo(a)pyrene analytical result for the sample analyzed was above the non-residential RBTL but below RBTLs for construction workers. Results of analysis for subsurface soil samples show that arsenic, cadmium, and lead concentrations were above the DTL, however they were below the non-residential RBTLs.
Results of groundwater analysis show that concentrations of concentrations arsenic and cadmium were below the Tier 1 residential RBTL for dermal contact.
