The Downtown Excelsior Partnership applied for a Brownfields Assessment for The Historic Hall of Waters Building, which is an approximately 50,500 square foot building along the Fishing River in Excelsior Springs. The building was constructed in the late 1800's and, historically, has been used as a mineral water bottling facility, health spa, and pool. Portions of the building are currently being used as the city hall, while the rest of the building is vacant. Possible uses after redevelopment include a health spa, entertainment, and continued use for city functions. The building was flooded in 1993, damaging the lower portions of the structure. The suspected contaminants are asbestos, lead-based paint, and chemicals associated with coal burning. A Phase I Environmental Site Assessment and a survey for asbestos and lead-based paint were conducted. The recognized environmental conditions identified are a transformer and elevator hydraulics that may contain polychlorinated biphenyls. Asbestos and lead-based paint were positively identified in the building. A Phase I was also conducted in 2017. No RECs were identified as a result of this Phase I ESA. However, the following environmental issues were identified: during site reconnaissance activities, it was determined suspected lead-based paint and asbestos-containing materials were likely present in the building. A 2012 Phase I ESA also determined that LBP and ACM were present at the site. Potentially hazardous materials remain in the site buildings. These materials include: fluorescent and high-intensity discharge light bulbs and thermostats (potentially containing metals, including mercury), electrical ballasts (potentially containing PCBs), exit signs and smoke detectors and items likely containing oxygen depleting substances (water fountains, etc.). An Analysis of Brownfields Cleanup Alternatives (ABCA) was conducted for asbestos in the building. Two alternatives, no action and abatement of asbestos-containing material, were considered. The site building is planned for redevelopment to include a health spa, facilities venue, and continued use for city functions. Alternative 2, abatement of asbestos-containing materials (ACM), is the preferred method and costs $140,534.
