Additional Property Attributes

This site originally contained a residence in 1908, then an ice manufacturing plant from approximately 1938 to 1960, and was occupied by a filling station from at least 1975 through 2006. The site was acquired by LRA via Tax suit #155 on September 15, 2011. It is in the Tanks Database under ST0010620 with release file R006304. The local Alderman does not support locating another gas station and would like the tanks removed. According to the Tanks database, tank 3 is the only remaining tank. It is a 12,000-gallon tank with two compartments, both of which contained gasoline. It was last used in September 2011. The release file is still open as of 5/16/13, with the last entry being a memo sent to the file referring the site to the Tanks Investigations List, which uses Federal LUST money, when available, to clean abandoned sites. The location is zoned F - Neighborhood Commercial, and is located in the 25th Ward.

The site was a gas station from 1975 through 2006. During this period, two underground storage tanks were removed from the site and replaced with one, 12,000-gallon dual compartment tank. Confirmation soil samples from beneath the original tanks revealed contamination in excess of the Department's Tier I Risk-Based Target Levels, for residential land use. Site characterization was never performed and the 12,000-gallon tank remains in the ground.
An ice manufacturing plant was onsite from at least 1931 through 1960.
Surrounding properties contained commercial and industrial businesses dating back to 1910.
Asbestos-containing material (ACM) and lead-based paint (LCM) are likely present within the onsite building.
No access to the interior building was available during the site reconnaissance; as such, it is possible that various chemicals may be present inside the building.

The concentrations of naphthalene and lead in subsurface soil exceed the Department's default target levels (DTLs), but not the Tier I Risk-Based Target Levels (RBTLs), for residential land use. The concentration of total petroleum hydrocarbons - gasoline range organics (TPH-GRO) exceeds the residential RBTL, for the indoor air inhalation pathway. Concentrations of naphthalene and lead in the groundwater exceed the DTLs; however, a memorandum of agreement exists between the Department and the City of St. Louis that prohibits the domestic use of groundwater. Asbestos and lead-based paint were detected in the onsite building.
