Additional Property Attributes

The site was previously used as a restaurant and by various retail occupants and is currently vacant, with the former building being demolished at some point. The city of Festus is interested in developing this property as a pocket park or an outdoor dining area. The owner has been unable to sell the property because of building debris and the possibility of asbestos-containing material remaining on-site. The Phase I identified suspect asbestos-containing material and lead-based paint. Based on the findings of this Phase I ESA report, no RECs were identified in conjunction with the subject site. However, potential ACM and LBP were identified, and represent an environmental concern to the subject site. A limited ACM and LBP sampling survey is recommended to establish whether they are present on the subject site, prior to renovation or demolition of the building components. The Phase II assessment, which consisted solely of an asbestos and lead-based paint survey, based on the RECs of the Phase I, found asbestos in three of the twelve samples that were taken. The three positive results were from 9" x 9" red and white floor tiles found on the main floor. These tiles comprise an approximate area of 1800 square feet. Six samples of paint were collected and analyzed for lead; none of the six indicated a level of lead above the 0.5% regulatory limit.
