Additional Property Attributes

The Subject Property was developed with a furniture manufacturing facility and residences by 1884. The furniture manufacturing facility was present in the northern portion, and the residences were present in the southern portion. The residences were removed by 1932, and the furniture manufacturing operations expanded across the Subject Property. Manufacturing operations included woodworking, furniture making, coal storage, and a forge. Furniture manufacturing continued into the 1990s when operations ceased. A fire destroyed the facility in 1996. The remaining portions of the building and subgrade structures were removed and/or backfilled in 2004.
Multiple assessments were completed on the Subject Property between 1995 and 2006 that identified soil on the Subject Property impacted with arsenic and benzo(a)pyrene at concentrations above the Part 201 criteria. An environmental cleanup was completed in 2011 on the Subject Property. The environmental cleanup activities were completed to address potential direct contact with arsenic- and benzo(a)pyrene-contaminated soil. In addition to the soil cleanup activities, a Restrictive Covenant was recorded on the Subject Property to restrict any use of groundwater for domestic or consumptive use of any water-bearing layer. The Restrictive Covenant was recorded to address the ingestion of potentially contaminated groundwater on the Subject Property. At the time of this Phase I ESA, the Subject Property remained grass-covered land and the direct contact exposure barrier appeared intact. A vegetated soil berm was present along the northern, southern, and western boundaries.
The surrounding areas to the south and east consisted primarily of residential development uses since at least 1884. The surrounding areas to the west and north were developed with manufacturing facilities and railroad lines since at least 1884. Manufacturing sites included furniture companies, a metal shear company, a carbon-coated paper company, and a lithographic plating company. In addition, two former manufacturing facilities, located to the south and northeast of the Subject Property, were identified as potential sources associated with the Sturgis Municipal Wells Superfund site. Groundwater in an aquifer present across the western portion of the City of Sturgis, including the area of the Subject Property, was contaminated with chlorinated volatile organic compounds (CVOCs). At the time of this Phase I ESA, the area to the north consisted of vacant grass-covered land and a railroad, the area to the west was developed with an industrial building used for equipment rental, and the areas to the east and south consisted of residential developments.

This assessment has revealed no evidence of recognized environmental conditions (RECs) or controlled RECs in connection with the Subject Property except for the following:
* The presence of contaminated soil from historical manufacturing operations and subgrade filling activities on the Subject Property represents a REC.
* The presence of CVOC-contaminated groundwater, attributed to the Sturgis Municipal Wells Superfund site, in the area of the Subject Property represents a CREC based on the Restrictive Covenant recorded on the Subject Property.
