Additional Property Attributes

The majority of the Subject Property was vacant land from at least 1938 to 1952 with a small area on the eastern portion with a potential illegal dumping operation overflowing from the east. From 1952 until the site reconnaissance, the Subject Property was vacant, wooded land. Several assessments were performed on the Subject Property to evaluate the impact from the former dumping operation. Three test pits, fourteen soil borings, and four soil gas samples were completed on the Subject Property and east adjoining site. The Subject Property was formerly a part of a larger parent parcel which included the east adjoining site. Metals including arsenic, barium, cadmium, copper, lead, mercury, selenium, silver and zinc were found at levels above Part 201 Criteria at various locations on the Subject Property. The Subject Property was deemed a facility. At the time of the reconnaissance, the Subject Property was vacant, wooded land with areas of unnatural fill and a berm along the southwest boundary. The Phase I ESA identified the known soil contamination present on the Subject Property from the historic dumping as an REC. A Phase II ESA was completed in May 2024 and various constituents were measured in soil above EGLE Part 201 criteria. City of Coldwater is deciding on whether to acquire the site. (July 2024 update) October 2024 update - City of coldwater decided not to move forward with acquisition of the site based on site conditions identified from Phase II ESA. A report was issued on October 24, 2024.
