Additional Property Attributes

The approximately 12-acre property is comprised of two adjoining parcels (Parcel Number: 13-8.0-33-002-003-001.000 and 13-8.0-33-002-003-002.000) on East Edwards Street in Nevada, Vernon County, Missouri. The property consists of a parking lot, green space, East Edwards Street, and a single structure used as a public restroom. Buildings associated with the Nevada State Hospital adjoin the property to the north. The property historically contained multiple buildings associated with the Nevada State Hospital for approximately 100 years. The Kaysinger Basin Regional Planning Commission and current property owner, the City of Nevada, have shown interest in redeveloping the property; however, specific future re-use is unknown. A Phase I Environmental Site Assessment (ESA) was performed on the property in January 2022 and identified recognized environmental conditions and vapor encroachment conditions relating to the former use of hazardous materials on and adjacent to the property and likelihood of building materials currently remaining underground (including tunnels, foundations, and debris from the demolition of any former on-site buildings). Business environmental concerns were identified regarding the possible presence of asbestos-containing materials (ACM) and lead-based paint in the public restroom building and in underground tunnels. In January 2023, a Phase II ESA and Hazardous Materials Survey (HMS) were performed on the property. Results of the Phase II ESA and revealed volatile organic compounds (VOCs) in soil gas exceeding site screening levels and VOCs, petroleum, and metals in soil. While contaminants identified in soil were below screening levels, contaminated soil may still be present in areas not sampled. Groundwater was unable to be sampled due to the encounter with presumed building foundations and/or buries debris during drilling activities. Development of a risk management plan specifying ways to prevent transport of the identified contaminants through the environment, following final determination of future use of the property was recommended. Results of the HMS revealed ACM in roofing of the public restroom building. During interviews with the property representatives, the reported underground tunnels at the property were not deemed accessible during Phase II ESA and HMS fieldwork activities due to structural safety concerns. In December 2023, a Ground Penetrating Radar (GPR) scan was performed in an attempt to locate the known and any unknown underground tunnels at the property. Results from the GPR survey indicated multiple features throughout the property that could be perceived as underground tunnels. In addition, the GPR Report indicated several underground remnants of building foundations, several anomalies perceived as abandoned utility lines, and two "unknown/possible debris" areas.
